Accreditation Board
National Institution for Drug Prevention in cooperation with the Department for Coordination on Drug Affairs of the Ministry of Social Affairs and Labour has been working on accreditation project since spring , 2008.
For years there has been a strong request to qualify programmes running on different prevention scenes towards evidenced based prevention programmes using good practices can be carried out in schools. Despite of significant claim legal conditions have not been available for long years and the low spread of these programmes also did not make sense to work on the problem. Impact analysis and researches made in the past years allowed to identify prevention programmes at least in school scene and an internationally accepted method was worked out to be able to evaluate programmes by result, process and theory.
Therefore we are in ideal situation: we have accepted method, enough prevention programmes and professional request to start working on the accreditation of prevention programmes.
Hereinafter we introduce preparation works and the needed change of legal conditions we have reached so far.
Legal background:
Section 5 of Government Decree no. 1094/2007 (XII.5.) related to implementation of the national drug strategy disposes of establishment of Drug Prevention and Health promotion Accreditation Board (hereinafter: Board).
Tasks of the Board are:
- to create minimum requirements of prevention services running in the scenes assigned by the national strategy;
- to conduct accreditation process;
- to make decision about accreditation of health promotion programmes toward both drug prevention and health promotion programme can be carried out on high standard.
Pre conceptions about operation
Accreditation process starts by the request of the service provider. Provider has to have seat and drug prevention or health promotion programme running in Hungary . Process is carried by the document presented by the petitioner and by expert control on the spot. Professional Workgroup of the Board check requests regarding professional guidelines and prepare decision of the Board. The members of Professional Workgroup are chosen by open tender . After the process Board makes decision about accreditation or refuses the application. The provider of accredited programme gets certification that service suits for the minimum standards defined by the Board. Only the programme that went through the process successfully can be announced by the provider as accredited programme. Accreditation is valid for 4 years. After this, new process is needed. Accreditation process is a condition to submit application in drug prevention and health promotion subject announced by the ministries who have vote in the Board. Secretariat of the Board is the National Institute for Drug Prevention and has administration and registration tasks.
Aspects examined during accreditation process:
While decision making, Board proceeds according to professional protocol including minimum standards created before. During the process it decides if certain programme suits the conditions defined in protocol.
Programmes:
- are based on holistic health picture which means they consider physical, mental and community dimensions together;
- consider target groups biological, psychological and social specialities (social situation, position in work life, marginalization);
- consider the specialities and available possibilities of certain scenes;
- are interactive;
- do not focus only on information delivery but much more try to develop skills to prevent illegal drug use (protective factors);
- possibly do not focus only on one type of substances but on all substances and behaviours causing addiction (if it is relevant);
- consider that in target group might be persons out of average with different substance use habits (e.g. more intensive drug use);
- must not have the message or effect to the target group or its environment that drug use is normal behaviour;
- are able to be compatible with health programmes in given environment (e.g. early intervention programmes);
- can be inserted into comprehensive prevention programmes/policy in given scene.
